Yakov Romas was born in 1902 in the village Sokolka, near Grodno.
In 1921-1924 studied at the Prechistenska practical institute, Moscow, under N.P. Krymov and N.P. Ulyanov. In 1930 graduated from the VHUTEIN (Higher Moscow technical institute), where studied at the theatrical-decorational department. Studied under I.M. Rabinovich and P.P. Kochalovsky.
In 1922 –1924 worked as a theatrical painter.
In 1924 – 1937 effected the art decoration of the central Moscow areas in the days of revolutionary celebrations. The author of decoration of the Krasnoselskaya station of the Moscow subway and of the art decoration of the Central V.I. Lenin museum.
In 1932 – 1936 Y. Romas conducted the teaching work at the Moscow regional art pedagogical college of the Memory of the Year 1905, and in 1948 – 1950 – at the Moscow V.I. Surikov State art institute.
A participant of local, republican, All-Union and international exhibitions since 1933.
The senior artist of the All-Union Agricultural Exhibition (1950-1954).
